Are these figures a quote?
No, an estimate. They cover title premium, tax and recording. A real closing also carries settlement and search fees, any endorsements your lender requires, prorated taxes and lender charges. Send us the contract for a firm number.
Where do the rates come from?
Pennsylvania figures follow the TIRBOP rate manual, which is filed with and approved by the Pennsylvania Insurance Department. Alabama figures follow the Stewart Title Guaranty filed schedule. Both are published documents, not national averages.
Why do the two states produce such different numbers?
Because they are structured completely differently. A $300,000 purchase carries roughly $6,000 of transfer tax in most of Allegheny County and about $60 of deed tax in Alabama. Neither figure tells you anything useful about the other state.
