Pennsylvania Title Insurance Cost
Every Pennsylvania agent charges the identical premium. Here is what it actually is.
Owner’s policy premium

There is one thing worth knowing before you shop for a Pennsylvania title company: you cannot shop on the premium. Rates are filed by the Title Insurance Rating Bureau of Pennsylvania and approved by the Pennsylvania Insurance Department, and every member and subscriber charges from the same schedule.
So if someone offers you a cheaper title insurance premium for the same coverage, they are either quoting something that is not the premium, or they are deviating from a filed schedule in a way they would struggle to explain.
The schedule
The rate is cumulative and bracketed, and each bracket bills per $1,000 or fraction thereof — meaning every partial thousand rounds up. There are two columns: the Sale Rate for owner's policies on a purchase, and the lower Non-Sale Rate for loan policies.
A $300,000 purchase, worked through
Take the Sale Rate on a $300,000 owner's policy:
- The first $30,000 is a flat $569.00
- $30,001–$45,000 — 15 units at $7.41 = $111.15
- $45,001–$100,000 — 55 units at $6.27 = $344.85
- $100,001–$300,000 — 200 units at $5.70 = $1,140.00
Total premium: $2,165.00.
The part most estimates get wrong
If you are financing that purchase, you might expect a separate lender's policy premium on top. There isn't one. Where an owner's and a loan policy are issued together on the same property, the schedule treats them as a single policy and charges the Sale Rate on whichever has the higher limit.
Estimates that add a second premium can overstate a $300,000 closing by well over a thousand dollars. It is the single most common error we see on other people's figures.
What actually varies between agents
Settlement fees, search fees, whether anyone picks up the phone, and whether the file closes on the date it was promised. Those are the things worth comparing, because the premium is fixed.
